Description: The government of St. Petersburg is currently facing the task of activating the city’s business life that includes ensuring the growth of city’s budget revenue base, significant inflow of investments, emergence of new strategic investors and investment projects. City’s businesses leaders have already formed their requests for changes considering investment climate. There are conditions for co-implementation of transformations. Almost unnoticed for official statistics that find it difficult to take into account invisible assets and their changes, completely new industries, competitive on a global scale, have grown in St. Petersburg. Comparing the data of the Russian export center RUSSOFT Association and a number of other sources, we conclude that the main exporter of St. Petersburg for the last few years has been IT industry. The rapid development of IT affects the formation and modernization of other sectors of the new economy from the production of video games to digital car industry, from speech technology to pharma. The new economy is opened to the world; it introduces the city to foreign investors.
What do we know about the scale of new economy in St. Petersburg, how its formation is taken into account in urban action programs?
How has the development of the new economy already affected traditional industries, including development? How does the new economy change views on urban real estate and infrastructure? What is the potential of the new economy in attracting foreign investors to the city?

From the business point of view, Moscow and St. Petersburg are dipolis (double city). Business communication between the cities is permanent as well as cross-investment. St. Petersburg developers enter the Moscow market and vice versa. The relocation of Gazprom’s offices and its subsidiaries from Moscow to St. Petersburg significantly intensified this process including by raising awareness of business people of two capitals about the functioning of the markets, investment opportunities and deficits of dipolis (double city).

The construction of ambitious buildings in St. Petersburg ended after the World Cup-2018. Lakhta-Center, the stadium Saint Petersburg arena, the bridges of the Western high-speed diameter, Nevsky town Hall are already finished. The project Embankment of Europe/the Judicial quarter is postponed for some time.
