Leningrad oblast Government and NCC have signed a cooperation agreement

April 28 participants of “Development and construction in Leningrad oblast” witnessed the ceremony of agreement signing between Leningrad oblast and NCC. The agreement deals with much-discussed program “tax benefits for social facilities”.

According to the signed document, NCC agrees to construct a kindergarten for 240 places and co-finance construction of a comprehensive school on the territory of the residential complex Eland, located in Murino.

The program “Social facilities in exchange for taxes” was launched in Leningrad oblast in winter of 2013. According to the program, the local government guarantees to purchase the facility at a price not exceeding 70% of taxes paid by the developer.

According to Georgiy Bogachev, vice governor of Leningrad oblast, the program “Social facilities in exchange for taxes” is vital for development of the region. This program is profitable not only for the region but also for construction companies due to the compensation. Thus, the program stimulates the companies to develop social infrastructure, which the area needs.

The development of government and private cooperation in construction of social infrastructure was one of the main topics of “Development and construction in Leningrad oblast” forum.

The forum was organized by the government of Leningrad oblast, Russian Guild of Property Managers and Developers and PROEstate Events, with the support of the Association of construction companies of Leningrad oblast.
